Abstract

This study empirically investigates the impact of cross‑border e‑commerce (CBEC) development on China’s commercial circulation industry within the context of the new dual‑circulation development paradigm. Utilizing provincial panel data from 2014 to 2021, we find that CBEC development significantly facilitates the transformation and upgrading of the circulation sector. Heterogeneity analysis reveals that this positive effect is pronounced in the eastern and central regions, but remains statistically insignificant in the western region. The findings offer empirical evidence and targeted policy recommendations for leveraging CBEC to optimize circulation efficiency across regions.
