In this new era, Xi proposed the strategic concept of persevering with technology development. By grasping the current diversification of global forms in areas such as economics and culture and summarizing the rich experiences of Chinese Communist Party members, he underscores the ideological logic of technological innovation and development that places the people at its core. Accelerating the construction of an innovative nation and world-leading science and technology power is a requirement to achieve great national rejuvenation, enhance China’s comprehensive national strength, and improve people’s livelihoods since entering the new era. To implement thoughts on technological innovation and development in the new era, the practical approach first needs to fully recognize innovation as the primary driving force from the concept, push forward reform of the scientific and technological system, form a foundational system supporting comprehensive innovation, and create a market environment that is fair, open, and transparent. Optimizing a legal guarantee system for scientific and technological innovation is a comprehensive coordination direction.
