Why does "Five-Pronged Co-Construction" Move Towards Collaborative Good Governance? A Case Study of Rural Governance in Haitang Town, Changshou District, Chongqing

In the process of promoting the modernization of the national governance system and governance capacity, rural governance is an important part of the Rural Revitalization Strategy. The innovation of governance mode can not only improve the effect of grass-roots governance, but also lay a solid foundation for rural development. This paper takes the rural governance practice of "Five-Pronged Co-Construction" in Haitang Town, Changshou District, Chongqing as the research object, builds the "dynamics-mechanism-culture" collaborative governance analysis framework, and systematically explains the internal operation logic and practice path of this model. The study found that under the leadership of Party building of the Communist Party of China, the "Five-Pronged Co-Construction" model has formed a new paradigm of "embedded collaborative governance". The governance thinking has shifted from the "administrative transmission" led by the government unilaterally to the "collaborative production" jointly constructed by multiple subjects. At the same time, it has formed a governance pattern of internal and external dynamic resonance, multiple subjects coordination and long-term cultural support. This not only provides an empirical reference for the application of collaborative governance theory in rural China, but also provides a practical path for similar regions to promote the modernization of rural governance.
